The explicit directive to “DO NOT REDISTRIBUTE” on both notices is legally unenforceable for documents of this nature and has therefore been ignored. Per 17 U.S.C. § 107 (Fair Use), publishing it for criticism, comment, and news reporting is permitted. In Bartnicki v. Vopper (2001), the Supreme Court held that publishing truthful information on matters of public concern receives First Amendment protection, even if the information was obtained by questionable means. A legal threat sent to multiple operators is a valid matter of public concern to their community. Copyright never protects facts, legal arguments, or ideas, only the specific creative expression of them.
